i have a 1994 BMWi just had the starter replaced, the battery fully charged, the panels light up but it still want start what else could it be.

Didn't Leo Kottke sing a song about pretty Pamela Brown? The issue could well be inside the steering column, the locking structure is fragile and if you remove the lower surround from the column and access the electrical portion of the ignition, remove and actuate the switch separate from the lock, you might find the car starts right up
