1994 Acura Integra Car Surges Driving Time Idles Down Takes Off

My car surges when driving but not all the time..it idles up and down and takes off unexpected..almost like the throttle is sticking but not? I've replaced the following fuel filter,fuel pump map sensor, throttle position sensor, temperature sensor
Cleaned fast idle air control valve and idle air control, new distributor, plugs and wires and even took off the throttle body
And cleaned all the carbin out and replaced intake gasket, also replaced vtec spool valve gaskets ... .and the problem still remains, any suggestions wld be appreciated?

clean the throttle plate on both sides and iac hole if ther eis one . it's righ ty throttle plate. they get gummy and stick.
