1994 4l60e transmission 2-3 shifting problem

Hello I have 94 4l60e transmission that was just rebuilt and its having g a 2 - 3 shift problem. When you're in park and shift into drive it drives and shifts once . Then it'll rev the rpms real high and not shift past that.it has all new clutches and seals . What could be problem? .

This fact that the RPM goes up when trying to shift is telling us the 2-3 shift solenoid is not working here is the location so you can swap it out. Check out the images (below). Let us know what happens and please upload pictures or videos of the problem so we can see what's going on.
