1993 Volkswagen Golf Brakes not working properly

The brakes for my golf 1 dont work properly. When I press on the brakes the car does not stop immediately and my break lights only come on when I step on the brakes fully. The break pads are still fine and I just changed the break light switch.

Air in the lines?
Drum brakes in the rear? Might be out of adjustment?
The brake proportioning valve could be bad?
The master cylinder could be bad?
The brake light switch might need to be adjusted?
Is the brake pedal hard to push? The booster might not be getting enough vacuum?

Will the pedal pump up? I feel you may have a by passing master cylinder, if you have a pedal that slowly sinks under light pedal pressure this may the problem.

The pedal does go all the way down and slowly. I will replace the master cylinder and see afterwards. Thanx.
