"93 Toyota Tercel difficulty starting

'93 Toyota Tercel is having difficulty starting in the cold weather. It is turning over but its like there's no fuel/gas going through. I do not pump the gas, I keep trying & then it finally starts sometimes. What do you think is wrong? I appreciate your help. thank you

I am having the same problem it will start if you hold the petal to the floor, It is not the timming and I replaced the coil pack, wires , cap ,rotor, spark plugs cleaned the throttle body ????????
