I keep adding water but it is not leaking

toyota privia 1993 184000 miles problem running rough and smokeing in idial speed run god high speed radiator gets mt more often we got tune up done but its still smoking when it runs in idle speed I put more then couple gallon water every time dose note smoke at reg speed

sounds like water is going out exhaust. does it drip at idle speed? any other leaks detectable? that's alot to add very often. may be cracked head or gasket.
