The heater does not work below 3000 rpms

I have a Toyota Previa 1994. The fan works fine but below that benchmark it blows cold air. Whats wrong? The heater works fine on the highway. If I drive above 3000 rpms it works fine. Around town it obviously does not work well. Does OK in first and second gear if I keep the rpms up.

check the coolant level first.if it's low it won't heat. then check to see if cables are opening doors and for a faulty water pump or heater control valve.
