1993 Toyota Celica Had Slave Cylinder Master Clutch Replaced Still Wasnt

had slave cylinder and master cylinder and clutch replaced. then still wasnt shifting properly they tack welded and then it would not downshift from 4th to 3rd when moving. removed tack weld stil wont downshift

What was tack welded?
When downshifting from 4th to 3rd, you can't get into gear? Was there any indication such as gears crashing when you attempt to? Was problem there before repolacement of the hydraulic system?
