setting the ignition timing?

I have been trying to set my timing for a smog check,when he checked it it was in the 20's and it suppose to be 10 but when I turn the distributor it will not go to 10,and I have the pin shorted out.A while back I had a water pump belt replaced but it has been running good.Does anyone know what to do?
