1993 Toyota Camry Just Got 1993v6 Engine Overhauled Had Blown Head Gasket

just got my 1993v6 camry engine overhauled and it had a blown head gasket and was running hot now it want start what can be the problem i only drove it for a short while keep water/radiater fluid in it in a way it sounds like i have a starter problem but im afraid it is a locked engine hopefully not please help me figure out the problem

blown head gasket is a result of overheat, not the cause. the reason for overheating is still active and must be found.

did they replace the radiator and thermostat??
