I have a 93 subaru liberty. When I was removing the bolt on the crankshaft pulley the pulley moved 1/4 of a turn. Have I stuffed the timing?

If the pulley is floating on the crankshaft check that the key way has not been flogged out in the pulley, if the key way is OK, best pull the timing cover off and see what is going on.
