1993 Subaru Legacy Running Lights Top Tail Stay On Irrespective Headlights

The running lights and top tail lights stay on irrespective of headlights or ignition status.
Removing fuse #3 turns them off.

Any ideas appreciated.

If it is the taillights, th dash lights would be showing as well and this is usually due to a stuck taillight relay. If it is with DRL, the control unit is also a possible culprit.
