Car howling noise

I hear a "whoooaaaaa" noise from the front passenger side. A mechanic checked the wheel and could not hear anything. The timing, the air conditioning and the serpentine belts were replaced six months ago. The mechanic also told me that the rest of the belts needed to be replaced but he did not specify. It sounds strange.

does it make sound when sitting and running? if not it could be a wheel bearing. drive it and when it's making noise turn wheel right and then left to see if sound leaves or dissipates. if so, that indicates a wheel bearing.
