Trans won't downshift at 30 to 40 mph

Changed fluid and filter at 100,000 miles. When going uphill, trans won't downshift into 2nd gear. At 10 to 20 mph, trans will downshift into 1st. No fault codes. Are 2nd and 3rd gear switches normally open? With car in park, eng not running, checked both switches. Both are closed (grounded). 3 spd automatic, no O/D. Is this the TH125 trans? Has 3.3 engine. Thanks!

I would have to see the trans to identify it. The 2nd and 3rd are open until they get power. As far as the problem, it may have to do with a governor. Also, if you can manually shift it into 2nd, you may want to check the kick down linkage to the trans.
