How can I test for a bad transmission revolution sensor or a problem with wiring

The O/D lite will flash one long and 16 short flashes and car has problem shifting during this time. then when O/D lite is off the car runs fine found that these flashes point to revolution sensor or circuit is this true and how can I test them. Also still have a problem with speedometer showing MPH while standing still. When doing this it will fluctuate up and down at least half the time. Any help would be appreciated.

Thanks for your reply I have already replaced the VSS with a new one because the check eng light was on and the computer showed a code 14. Once the VSS was put into car and codes were cleared it has not returned. Just have O/D light flashing one long and sixteen short when shift problem occurs. Could it be an intermittent problem with wiring leading from revolution sensor on tranny or the sensor having and intermittent problem itself?
