low fuel pressure

i have a 93 mercury villager, i have to pump the gas to get it to go at all times, i have changed the catalytic converter, spark plugs and fuel filter. i am going to get the fuel pressure checked, but my question is what could be wrong causing fuel pressure to drop off?
