I have a 1993 Mercury Tracer with a 1.9, How do know if it has jumped time? The belt is not broken, but the car overheated once and now will not turn over.

Remove the spark plugs and accessory belt/s, can you turn the crank by hand? Your saying the starter won't even crank? If it cranks good, check compression.

Check valve timing is correct see pic for alignment points.
