1993 Mercury Sable Ignition lock cylinder replacement

Can not start car when car is in park. Have to turn the key to a position just before start then am able to shift car out of park and into neutral so that the car can be started. Can not shift car or start car in park position. Have to turn the key one notch toward on but not on.

THIS RIGHT HERE COULD BE THE PROBLEM......THIS IS THE "SAFETY DEVICE" THAT ONLY LETS IT BE STARTED IN PARK OR NEUTRAL

IT COULD BE THAT THE CONNECTION TO IT MAY BE MELTED OR BOTH

REPLACE THE PIGTAILS TO REPAIR IT
