Van revs high when ambient air temperature falls below 40 degrees farenheit.

1993 Mpv van surges on start up and does not come off high idle when ambient air temperature falls below 40 degrees farenheit. We drove the van for approximately 5 hours and it still would not idle down. If the van idles for an extended period of time, it will eventually idle down. Approximately 30 minutes. As soon as you start to move, it goes back to high idle. I have changed the coolant temperature sensor.The van does get up to operating temperature. Any help would be appreciated.

There is an intake air thermosensor which may be bad. I need to know which engine you have to tell you where it is.

The high idle problem could be the throttle position sensor. There is also an idle control solenoid, which is located with the bypass air control valve located on the throttle body.
