When car is turned on if i touch the coil wire im i suppose to get a shock coming from the coil, cars on i touched the coil wire and i got shocked

ya they were probably leaking a little electricity. it's to be expected

Under normal circumstances you are not going to get any shocks but it can occur to some while others don't. Another possiblity is the wire or spark plug is bad.
