My steering wheel is turning but it is not turning the car. What is the cause of this?

When I try to turn the wheel it goes in complete circles, not moving the wheels one bit.

If it's affecting both wheels, suspect a broken universal joint in the steering column, usually under the dash. If it only affects one wheel, an inner, or more commonly, an outer tie rod end is broken.
