Idles High then Low Continously

My 1993 honda accord has recently started to Idle high then low continously. What could be the problem and how can I check the idle air control sensor?

Check for clogging of coolant hoses to IAC and FITV.
Ensure coolant level is correct in system.
Remove the IAC and if it is badly clogged, try using carb cleaner to clean it.
Ensure the idling speed is adjusted correctly.

If the IAC is bad, it would throw trouble codes and the Check Engine Liht would show.
