93 Accord Hesitates/Vibrates After rebuilt put in

93 accord hesitate (most noticeable on slight up hill climb) and Vibrates as soon a ignition is turned on throughout rpm range. This only happened after engine was replaced with a rebuilt one. Note balance shaft and timing have been checked. Also most of what's on razmataz's list have been done. Remember this started After engine was replaced. Please help, mechanic is stumped.

Do you have a check engine light popping up?

Have you check the transmission for slippage-might not be put back together correctly. Check the compression and vacuum of the engine and then comeback-

No Check engine lights come on never did

Engine was taken out and put back in after extensive other possible causes were tried including compression check (all cylinders were within range). A smoke vacuum test was performed early on, it was solid no leaks.
