Do you have to lock front wheels on 1993 geo tracker?

looking to buy a 1993 geo tracker for 1400$ but want to make sure drive train and 4wd. is in good condition. Michigan...cant get wheel off and seems to b dragging. Any help? Never seen snow and towed for vacation to Florida. Thank you
