1993 Ford Tempo Son Powerwashed Engine Now Starter Power Upper Relay Will

my son powerwashed engine. now the starter has power to it, the upper relay will click but will not make starter turn. have replaced starter and upper relay to no avail. any advice?

did you try tapping on starter while turning key to start? do you have the new style small starter with permanent magnets? they are known for brush issues. tapping may make it work temp but will need rebuild or replace.
