car has brake line that is busted

My car has a brake line that busted, when a guy looking to buy it pushed the parking brake in the car would not change from park to any other gear. Before this and before the line blew I had no problems with that. Is this some kind of safety switch because it all started from that?

If the battery is disconnected it will shift but when the battery is connected and car running it will not shift from park?

Do you have brake lights? It sounds like there is a problem with the pass-lock system.
