1993 Ford F 350 Does Driver Side Rear Brake Drag Just Replaced

Why does driver side rear brake drag? Just replaced drums,cylinders,emergency brake cables,brake shoes,& axle seals but problem persists.

LIKE PRIMARY AND SECONDARY REVERSED...........OR

..........2 PRIMARY'S ON ONE SIDE OF TRUCK......2 SECONDARY'S ON THE OTHER ?????
