1993 Ford E-Series Van Weak canister purge solenoid?

I was told I had a error code 311 and 565 by the dealer before they shut down.
I pulled the Canister Purge solenoid and tested it. off it holds pressure and with 12v+ It opens and passes air. If I put a vacuum on the solenoid by mouth then put 12v+ power to it I can get it to stay closed insted of opening.

does this mean the solenoid is week or bad, and could it be causing the 311 code.

What did you eventually find regarding your code 311? I have a '93 and am starting the long search toward fixing it.
