1993 doge Daytona fuel pressure is to high

On a 3.0L the Fuel pressure is running about 78 psi the fuel rail looks clean on the inside. The fuel return line is not restricted. The pressure regulator worked on another Daytona engine and it was running fine. I even hooked up a vacuum pump and operated it manually and it open and closed just fine. Now what needs checked?

Check the fuel pump check valve
