You know we need a lot more information or details about noises we can't hear, but in general, a squealing noise accompanied by loss of power steering assist can be attributed to a slipping serpentine belt. Check it for proper tension, and look at the ribbed side to see how many cracks there are across it. One crack per inch is considered acceptable.
