1993 Chevrolet Truck Emissions

Got the I/M test done. The fuel HC (PPM) is supposed to reading 220. Idling it is at 736, 2500 RPM it is at 1406. What would cause this. Everything else passed. No service engine light is on.

A lot of stuff a cold engine for one. Best thing here is to change oil and filter, air filter then drive it about 20 miles on eway then have it tested. Otherwise It may be rings bad or valve seals bad. But a compression check would show that I think.
