how do i adjust the headlights up, down, and side to side?

i already tried turning the adjustment rods on top of the headlights but that does not move the headlight at all. What can i do about this and am i doing this right?

that shold be how to adjust them. they may not be working right. as the sadjusters just go into plastic and may need replacing.they shold be available in auto parts stores.
