I have a 1993 chevy lumina apv van , and when i fill my tank the spout fills up and i have to wait for abit befor i can put more gas in . I took the smaller hose off the tankand it was full of gas. Is this normal and what can the problem be

The smaller hose is a vent. Have you checked to see if anything is plugged that deals with the smaller hose?
