what would keep the starter from starting ?

I have a 93 Chevy cheyenne 5:7 l v8. Was running great. Pulled into store to get something to drink at lunch and when I came back out it wouldn't start. Put a new starter and replaced the fuseable link. I can jump the solenoid and it'll spin. But nothing from the key. Help plz
Oh yea I did check the fuse too
