Have you worked on the brakes, lately? Can you bleed the brakes? Did you follow proper bleeding procedures? Do you have abs brakes?

Just to add, With abs and no scanner, bleed front brakes first. Drive vehicle 4mph, that should let the abs initialize, then maybe you can bleed rear brakes.
If you only have front brakes, be careful about driving.
