have a 93 cadillac sedan deville when it hits 25-30 mph it wont shift to second and wont change manually could this be the solenoids?

It could be. it could also be about a dozen other things. it really needs to be examined by a transmission shop with the right equipment.

also i have already taken the pan off the transmission and cant locate the solenoids would i have to drop the tranny or can i find under the valve body it is a 4t60-e

You're venturing into territory that can get you in a whole lot of trouble. i suggest you put it back together, refill it with fluid and get it to a trans shop.
