1993 Cadillac Sedan Deville has thrown the belt and there is a loose pully which I think is the timing chain pulley or the waterpump pulley. How do I determine what the problem is?

If it is the largest, smooth pulley, it is the water pump. Depending on the level of damage, you may just get by with tightening the bolts. If it has been going on for a while, the holes in the pulley get elongated. In that case, as long as the bolts are still in the holes, you may need a pulley. If there is further wear, say the bolt holes are damaged, you would need a water pump.
