Buick Skylark over heating

I have a 1993 Buick Skylark with the 3.3 liter v6. The motor gets very hot with the temp gauge showing it as just over 220.While it does this, the motor smells like it is over heated. The reservoir starts boiling over. The upper hose gets very hot & seems to be under a lot of pressure. The lower hose is not as hot. with the heat set to high it still blows cold air. The cooling fan seems to never come on. I have replaced the fan sensor switch & the thermostat but it didn't help. The water pump was replaced about a year ago & there are no strange noises coming from it. Does this sound like a stopped up radiator? I am about ready to light fire to the car since it seems to break down every week. Any ideas would help.

220 is not too hot. It is designed to run higher than that. The cooling fan isn't programmed to come on until around 226. You still could have a head gasket problem that is pumping combustion into the cooling system. You also need to be using coolant and not straight water and the cap needs to be on or it will boil quicker.

I replaced the water pump & removed & flushed the radiator & a new serpentine belt seems to have fixed the over heating problem.

It won't change the regulated fan temp. It may stop the boiling tank if the fluid was low.
