Suspect the clock spring. That's a wound-up ribbon cable in a plastic housing under the steering wheel. It has circuits in it for the air bag, horn, and cruise control.

Scan the computer for code/s and get back if any present-start here-possible problems with the impact sensor, cruise servo,brake switch and fuse/relay
