oil burning

I have a 1992 Toyota Tercel. 4 cly. 3e-e engine. I live in CA.I failed the smog test. The diagnosis is it is burning oil at low rpm. My ? is. Is it rings or valve seals? A compression test was done and it passed.They told me it did real well for an engine with 172,000 miles

If it's doing it at low RPM, that tends to point to valve seals. Now remember, the valve seals are likely bad because the valve guides are also worn out so I wouldn't expect to fix this with anything short of another motor or complete rebuild. You can't just to valve work on an engine with that many miles. It will just blow out the other end.
