1992 Toyota Paseo code 12-RPM signal

Well my car turn on just fine when it's hot or cold, it doesn't stall it runs just fine
The engine light came on about 3 months ago, I retrieved the codes by jumping TE1 with E1. The only code stored is code 12 by searching the web I found that is no RPM signal.

What should I check first in order to get this resolved. I need to get it fixed for smog.

I saw that your mailing address is in Yorba Linda, I'm a couple miles away. I don't know if you have a shop there but if you do would it better if I take my car in?

Have you done a code clear first and re check again? Normally with this code it has no spark and the engine will not run, so I would first confirm what code if any are active with a clear and start and run and re test, also if you can run a OBD2 scan and post the P codes if any will be a great help.
