Check the battery connections. Ensure they are clean and tight. Check the ground circuit as well.
If the starter is a rebuilt unit, I would not discount the possibility of it being the cause of the problem. When vehicles ages, the wirings can deteriorate in quality and when hig resistance is encountered in the starting circuit, you might not have sufficient current to operate the starter solenoid sufficiently to start the engine. Rigging up a relay would help if that is the case.
