How i can Put the engine no.1 piston on its compression stroke/TDC.In a !992 Subaru legacy

I'm trying to set the timing on my 92 subaru legacy, but every time I line up the timing marks, the #1 piston does not line up correctly. I would also like to see some pic please,thanks

It doesn't necessarily time at TDC but here is where it is timed.
