1992 Pontiac Trans Mechanic Telling That Timing Chain Skipped Timing Valve

I have a mechanic telling me that my timing chain has skipped timing, or my valve stuck. He quoted 400 for the timing and 900 for the other. I am not sure if he is trying to take advantage of me. Is this a fair price/
I had the distributor replaced 4 days ago. It ran great for 2 days then it started back firing like crazy and and now doesnt start up and when it does it run rough what do you think it is?

if you do not believe him, get a second opinion from another shop.
