Power steering problem

When I start my car with the power steering low (it continuasly going low after I refill it with "NO LEAK" type fluid)it makes a screeching noise and when attemptin to steer it left or right it makes a groaning noise. I have been adding new fluid for the last 3 to 4 months. Do I need a power steering pump instead of keeping adding power steering fluid?

If it stops making the noise when it is full of fluid, the pump is most likely fine. However, the fluid has to be going somewhere. Check all hoses and check the rack and pinion if the leak is there.
