replaced head due to worn timing belt and broke balance belt.. bent valves car starts won't idle

Car has a 2.0 dual overhead cam turbo engine.Had to replace head due to bent valves caused by we assume the balance belt breaking and worn timing belt.We put on the new head,balance belt, and timing belt. We lined up all timing marks.Now the car will start but will not idle at all the only it will run is by holding down gas pedal. The boost gauge on the tach is reading -7, also there is a loud whistling noise from the turbo. We have re-checked timing,the turbo(all components look good,and seem to be in good working order)Have double checked for any loose vaccum hoses or wires none found. Also have checked fuel pump it is working.Please Help!Have spent over $600 on head, gaskets,and belts and still can't get it to run!
