1992 Mercury Capri Would Make Ignition Start S Starter Battery Doesn T Turn

What would make the ignition not start, and it's not the starter or the battery, the ignition doesn't turn over. Dash lights work. Plz help

did you check the voltage at the starter little wire to be 12 volts in the start position??
