mazda 626, 1992, a/c don't start, gas presure ok, no 12v on magnetic clutch

when a/c power button on and fan in position 2,3 or 4, compressor off with fan motion, no indicating light,but when in position 1 comp. comes on but no fan action and indicating light on

Check the high and low pressure if its within specs, pressure switch, fan relay-could be very well be the HVAC control module-
