1992 Lexus Es Battery Power Turn Switch Doesn T Anything Just Clicking

battery has power...but when I turn the switch it doesn't do anything....it was just clicking at first as if it needed a jump off...what could be the problem..

have the battery charged and load tested. have the alternator tested for output
