Engine was rebuilt by previous owner. I have to weekly put Power steering fluid in but its not leaking no fluid. Now the engine rumbles at about 35 MPH but notwhen I go past 40 MPH. What could it be transmission? Or some type of belt..?

Im not sure about the engine rumbling at 35 mph (need more description on this) but if you are adding fluid every week it is leaking from somewhere. Check your power steering rack underneath the car. Is there a check engine light? If so take it to your local auto parts store, they should check it for free.
